Strategy Development and Organizational Transformation

Challenge

Following the passage of the Affordable Care Act, each state required a vision and strategy for managing health care policies and public expenditures under the new law.  To meet the need, the Colorado Department of Health Care Policy and Financing appointed Susan Heinzeroth of SageRiver Consulting to a one-year executive position to architect and guide organizational change for the $5.8 billion agency as it evolved to meet the requirements of health care reform.

Project

Susan managed the build out of a new division and facilitated and led an inclusive strategic planning process. Her work included:
  • Designing, launching and facilitating a new methodology to incorporate benchmarking research, internal assessment activities and hundreds of stakeholder inputs
  • Synthesizing those inputs into a strategic plan to help guide agency decision-making and resource allocation
  • Establishing an internal LEAN community to foster a culture of learning and advance mission-critical enterprise processes
  • Implementing an employee outreach program that incorporated team facilitation, coaching and mentoring to increase employee engagement and enhance team performance


Results

By the end of her one-year engagement, Susan had laid the foundation for the new division, facilitated the development of a new strategic plan and created positive cultural changes to increase employee engagement, innovation and process improvement within the agency.
